Selon les données ID4D 2025 de la Banque mondiale, environ 800 millions de personnes n'ont aucune preuve officielle de leur identité, et 2,8 milliards n'ont pas d'identité numérique reconnue par un État pour les démarches en ligne. Plus de la moitié des personnes sans pièce d'identité sont des enfants dont la naissance n'a jamais été enregistrée. Le chiffre était d'un peu plus d'un milliard en 2017 : le problème documenté est d'abord le manque d'identité.
Main objection (in French for now)
Le problème documenté est l'absence d'identité, qui exclut des services, et non une identité imposée pour acheter ou vendre. Le texte d'Ap 13 ne décrit aucune technologie.
